Position Overview:

·         VDOT is seeking a Senior IT Program Manager with extensive experience in project and product delivery using Agile, SAFe, Waterfall, and Kanban methodologies. The selected candidate will be a strategic leader in managing large-scale, cross-functional initiatives with a focus on delivery, risk mitigation, performance monitoring, and organizational alignment. This is a hybrid position based in Richmond, VA.

Responsibilities:

·         Lead and manage complex programs composed of multiple interrelated projects and workstreams.

·         Collaborate with business stakeholders and IT leadership to deliver high-impact initiatives.

·         Oversee release trains, project managers, and scrum masters to ensure consistent delivery.

·         Ensure adherence to VDOT and VITA policies, governance, and project standards.

·         Drive the definition and monitoring of control points and KPIs across all initiatives.

·         Track and report progress, risks, and deviations from the critical path.

·         Guide teams in managing risks, organizational change, and budget performance.

·         Establish Agile, Scaled Agile, Kanban, and Waterfall frameworks as needed.

·         Provide direction on use of Microsoft Project Online (POL) and other PM tools.

·         Facilitate project portfolio planning, lifecycle management, and change management processes.

·         Serve as a subject matter expert in state project governance processes.

Required Qualifications:

·         PMP Certification (Required)

·         10+ years managing and leading direct reports.

·         20+ years in Project Management across diverse methodologies.

·         10+ years in Program Management.

·         10+ years in managing Agile projects and product lines.

·         15+ years with Agile, SAFe, Scrum, Waterfall, and Kanban methodologies.

·         8+ years experience in reporting and tracking project metrics and KPIs.

·         Strong experience in risk management, schedule and budget oversight.

·         Advanced knowledge of Microsoft Project, Project Server, SharePoint, Microsoft Teams, Azure DevOps, Microsoft Planner, and Power BI.

·         Proven ability to manage organizational change and facilitate strategic planning.

·         Excellent written and verbal communication skills, including stakeholder engagement and procedural documentation.

·         Self-starter with a proactive approach to problem-solving and process improvement.

Preferred Competencies:

·         Expertise in Microsoft Project Online (POL)

·         Experience with VITA project management and governance standards

·         Ability to quickly adapt to changing priorities

·         Demonstrated ability to implement best practices in PMO environments

·         Strong facilitation and collaboration skills across departments and teams
