They're looking for someone who:

  • Knows Azure cloud really well (like App Services, Azure DevOps, Functions, Kubernetes, etc.)
  • Can code in languages like C#, .NET, Python, or JavaScript
  • Understands modern architecture – microservices, APIs, serverless
  • Has experience with CI/CD, DevOps, and Infrastructure as Code
  • Can work with databases in Azure (SQL or NoSQL like Cosmos DB)
  • Understands security practices and compliance (GDPR, ISO, RBAC)
  • Has led development teams before – preferably in Agile/Scrum projects
  • Can guide junior developers, follow best practices, and make smart technical decisions
  • Is comfortable talking to non-technical people and explaining things clearly
  • Has good problem-solving and architectural thinking

 

Soft Skills & Other Pluses:

  • Able to coordinate with managers, product owners, and state-level leadership
  • Someone who can take charge but also be collaborative
  • Certifications in Scrum or Azure DevOps are a big plus

 

Position: Enterprise Architect (766936)

Work schedule is HYBRID in Richmond, VA 23219 (3 days onsite)

Interview is VIRTUAL

Length of contract is 6 months with rolling extensions 

 

Responsibilities:
The position will act as the Technical Lead for an established development team that is currently adding additional staffing in support of the project. The Technical Lead will provide oversight, direction and guidance/consultation to the project development team throughout the entire project lifecycle through final acceptance of all deliverables. Will work with the project manager to ensure all aspects of project management disciplines and ensure compliance with agency specific and Commonwealth project management and project governance policies, procedures, standards and guidelines. Review and validate project deliverables to ensure information accuracy, thoroughness, completeness and compliance.  Ensures project has a valid project plan that maintains scope, tasks, schedules, estimates, and status, and that information is accurately disseminated to IT management. Directs corrective actions in any area in which performance falls below objectives. Monitor the progress of the project and provide quick and accurate responses to Agency leadership as to status, issues and risks of the project. Serve as liaison between Agency leadership and VITA in cooperation with the project manager. Assist in the preparation of reports and materials for regularly scheduled project reviews with Agency leadership, VITA, and the project oversight committee.

RESPONSIBILITIES

  • Experience acting as a Technical Lead on a successful large-scale IT project
  • Extensive expertise in Azure Cloud Services like Azure AppServices, Azure Functions, AzureDevOps, Azure Storage, Azure Kubernetes Service, etc.
  • Proficient in one or more programming languages (e.g., C#, .NET, Python, JavaScript)
  • Solid understanding of RESTful APIs, microservice architecture, and serverless computing
  • Experience with CI/CD pipelines, Infrastructure as Code (IaC) using AMR templates, 
  • Familiarity with monitoring and logging tools like Azure Monitor and Application Insights
  • Experience with SQL and NoSQL databases in Azure (e.g., Azure SQL, Cosmos DB).
  • Understanding of secure coding practices, role-based access control (RBAC), and compliance frameworks like GDPR or ISO
  • Proven experience as a technical lead or similar role leading development teams through full project lifecycle
  • Strong grasp of Agile/Scrum practices, ceremonies, and iterative development
  • Ability to work closely with Product Owners, Scrum Masters and stakeholders
  • Experience guiding junior developers, promoting best practices, and maintaining code quality
  • Ability to translate technical concepts for non-technical stakeholders
  • Ability to clearly communicate across distributed teams
  • Skill with problem-solving and architectural decision-making
  • Bachelor or Master of Computer Science, Engineering, or related field strongly desired.
  • Scrum certifications such as SAFe highly desirable.
  • Microsoft certification as DevOps Engineer Expert highly desired
