Job Description:

Project Managers are responsible for planning, budgeting, overseeing, and documenting all aspects of assigned projects. They may work independently or lead teams to ensure successful project completion.

The Project Manager for this role will oversee resource allocation, work plans, and schedules for several PMAS team initiatives. This includes collaboration across IT, data architecture, analytics, and external vendor teams to support cloud analytics, data management, and HHS-wide integration efforts.

The Program Manager position will manage all aspects of the assigned project(s) and report to the IT Data Analytics Support Director.

Skills and Qualifications
Required

8 years – IT project management experience.
8 years – IT industry experience with at least 5 years in:data management solutions (data warehouses/data lakes)
data analytics/business intelligence
web-based (J2EE) development or SOA-related solutions
8 years – Excellent verbal and written communication skills.
8 years – Experience creating clear and concise project documentation.
8 years – Team management (task assignment, mentoring, facilitation, training).
8 years – Progress monitoring using risk management practices.
8 years – Leadership updates on issues and progress.
8 years – Expert-level problem-solving.
8 years – Full PMLC and SDLC lifecycle experience.
8 years – Budget tracking and cost entry into tracking tools.
8 years – Leading Agile project sprints (PI planning, backlog grooming, sprint planning, daily scrums, retrospectives, Kanban).

Active PMP Certification – Required.

Preferred
6 years – Healthcare industry (public health) experience.
6 years – Managing multi-agency or multi–IT department initiatives.
6 years – Experience in a Health and Human Services (HHS) agency.
5 years – Managing TSS Sprint Teams (State of Texas).
5 years – Resource management in mixed functional/matrix project environments.
5 years – Developing and executing project management, work, and quality plans.
5 years – Full lifecycle experience (analysis → planning → development → deployment).
5 years – Building and managing IT project teams; ability to motivate teams.
3 years – Experience with Access & Eligibility programs.
