Job Title: COBOL Mainframe Programmer VI (Welfare Systems)
Location: Madison, WI (90% Remote – must be located in Wisconsin) or be willing to relocate before the start date.
Duration: 1 Year (likely extension)

RATE- corporate-to-corporate or 1099 structure, or W2.
Job Overview:
We are currently seeking a COBOL Mainframe Developer with strong experience supporting Welfare systems at the state government level. The role involves working closely with a state agency to support mission-critical applications in a mainframe environment.
This is a great opportunity for someone with deep COBOL and DB2 experience and a background in state-level human services programs (such as Child Welfare, Child Care, or related systems).
Key Responsibilities:
- Design, develop, test, and maintain COBOL programs in a mainframe environment.
- Work with DB2, JCL, CNTL-M, and batch/online processing.
- Support, troubleshoot, and enhance existing welfare systems.
- Collaborate with cross-functional teams including business analysts and system architects.
- Participate in code reviews, QA testing, and system documentation.
- Assist in migration and modernization efforts, if required.
Must-Have Qualifications:
- 10+ years of experience in COBOL, DB2, JCL, and mainframe batch/online processing.
- Experience working with Control-M or similar job scheduling tools.
- Prior experience supporting state-level Welfare systems (e.g., Child Welfare, Child Care).
- Proven ability to troubleshoot and enhance large-scale legacy applications.
- Strong communication and documentation skills.
Nice-to-Have Skills:
- Exposure to .NET technologies.
- Prior experience with the Department of Workforce Development (DWD) or similar agencies in other states.
Work Arrangement:
- 90% Remote, must reside in Wisconsin or be willing to relocate before the start date.
- Occasional on-site presence in Madison, WI may be required with advance notice.
- Candidates must be able to cover any travel-related expenses themselves.
