Job Title : IT Procurement Specialist
Location: Tallahassee (ONSITE)
Job Description:
- The Florida Department of Revenue has contracted with a systems integration vendor to implement a major software upgrade of the Child Support Program's automated system ( “CAMS”) to SAP S/4 HANA and BW/4HANA. The Program's Contract Management team requires a consultant to assist in managing the main contract and other contracts related to the project.
- The consultant will work with the Child Support Program's Contract Management team in managing the contracts related to the CAMS upgrade project, which include the main contract with the systems integrator, a contract for independent validation and verification services, and possibly other contracts. The position is not eligible for telework.
STAFFING REQUIREMENTS
Required Experience
- 3 years of experience in contract monitoring, procurement, finance or related functions.
- 3 years of experience reviewing invoices and supporting documentation for completeness and accuracy.
- 2 years of experience monitoring and documenting vendor performance.
- 2 years of experience organizing and maintaining contract files.
Desired Experience
- Knowledge of and experience using Florida's contract payment system, “Ariba on Demand.”
- Knowledge of and experience administering Florida law related to prompt payment, deliverable review and acceptance, and contract monitoring.
- Experience with deliverable review and acceptance for IT projects.
EDUCATION/CERTIFICATIONS
- Bachelor's degree in business administration, finance, accounting, a related field, or equivalent work experience.
KNOWLEDGE, SKILLS & ABILITIES
- Consultant must have work experience indicating knowledge, understanding, and experience with deliverable review and acceptance, monitoring contract requirements, scheduling meetings, preparing documentation, and managing contract files.
Consultant must have the skills and abilities needed to:
- Assist with the development and implementation of standardized methods for contract monitoring.
- Analyze project deliverables for compliance with contractual requirements.
- Apply deliverable review and acceptance criteria correctly.
- Provide ad-hoc requests for data or information.
- Organize data and information into logical formats.
- Assist in preparing briefing papers, issue papers, management reports, and presentations using
- Microsoft Word, Excel, PowerPoint and other applications.
- Conduct research.
- Plan, organize, lead and facilitate meetings and follow-up activities.
- Plan, organize and coordinate work assignments.
- Solve problems using a structured methodology.
REQUIRED DUTIES
The consultant selected will work with, support, and assist Contract Management and others who are involved with the project in performing the following duties:
- Deliverable Review and Acceptance
- Manage and document deliverable review and acceptance in accordance with the contracts.
- Review documentation for completeness and accuracy, prepare invoice and
- supporting documentation for review and acceptance.
- Assist in managing deliverable review and acceptance, prepare and present deliverable status reports.
Contract Monitoring
- Assist in the development of Contract Management methods to analyze, monitor, and document contractor adherence to project plans and schedules.
- Maintain and update Contract Management documentation used to monitor and report contract compliance, financial, and budget information.
- Prepare and present reports.
- Project-Related Meetings
- Coordinate, attend, lead, facilitate and document Contract Management meetings related to the project.
- Assist in the preparation of meeting documents.
Consultation
- Consult with Contract Manager, Contract Management Supervisor or designee on planning, work status and project needs.
- Provide assistance to Contract Management for contract related activities to include deliverable review and acceptance, change orders, contract expenditures and financial and budgetary information.
Contract File
- Maintain Contract files including records of deliverable review and acceptance, monitoring reports, change orders, contract expenditures, contract amendments and other documentation.
