Business Analyst

Background & Purpose
The Comptroller of Maryland seeks an experienced Business Analyst to support continuous improvement efforts across the Unclaimed Property and Field Enforcement Divisions. These divisions oversee the administration of unclaimed property programs and the enforcement of state revenue laws related to motor fuels, sales and use tax, and business licensing. The selected consultant will collaborate with State staff to enhance operational efficiency, accuracy, internal controls, and service delivery.
Project Goals
Provide Business Analyst expertise to assist in evaluating, improving, and documenting operational processes.
Support ongoing and new continuous improvement projects in both divisions.
Work alongside division staff and leadership to identify needs, develop solutions, and implement sustainable improvements.
A designated State Project Manager will assign work, provide guidance, and serve as the primary point of contact.
Work will be coordinated across Unclaimed Property and Field Enforcement divisions.
Responsibilities
Identify and prioritize continuous improvement opportunities across both divisions.
Lead project planning, execution, status reporting, and completion activities.
Develop clear, comprehensive documentation, including:
Standard operating procedures (SOPs)
Training materials
Business process maps and workflow diagrams
Identify gaps in internal controls and recommend process improvements.
Collaborate with technical staff to design or enhance tools and workflows within existing systems, including:
Excel
SharePoint
Power BI
ServiceNow
KAPS
Revenue Premier
Conduct business process reengineering to improve efficiency, accuracy, cost-effectiveness, or employee satisfaction.
Participate in quality assurance testing and support transitioning business processes into new application environments.
Divide time equally between both divisions and complete a minimum of two major improvement projects per division.
Required Project Deliverables (Per Project)
Written project proposal with defined, measurable objectives.
Comprehensive, detailed SOPs for all processes reviewed or redesigned.
Project close-out report including:
Risks and opportunities
Recommendations
Required Qualifications
Minimum of 3 years of experience in:
Business process analysis and documentation
Standard operating procedure development
Business process reengineering or workflow optimization
Bachelor’s degree in Business Administration or a related field.
Current professional certification, such as: CBAP, PMI-PBA, CAPM
Preferred Qualifications
Minimum of 3 years of experience in project management or leading complex operational initiatives.
Demonstrated ability to manage timelines, coordinate stakeholders, and ensure successful project delivery.
