Job Description:
We are seeking a Senior Business Analyst to support and lead multiple initiatives and special projects assigned by agency leadership. This role involves:
Facilitating analysis across related projects and developing business analysis tools
Defining project requirements and reporting progress to management
Providing strategic recommendations to leadership
Collaborating with teams to initiate, support, and deliver diverse projects
Working with limited supervision and using strong independent judgment
The role also requires reviewing and evaluating business systems, reengineering processes, identifying technology-driven improvements, and preparing solution options, risk assessments, and financial analyses (cost/benefit, ROI, buy/build). Responsibilities include writing detailed documentation of user needs, functional requirements, and system modifications.
Skills & Qualifications
Required Experience
8 years – Ability to research, gather, analyze system requirements; solve complex problems; prepare concise reports
8 years – Experience presenting gap analysis and operational effectiveness findings to executive stakeholders
8 years – Experience developing as-is / to-be process models, mapping workflows, and identifying process improvements
8 years – Experience analyzing program policies and procedures and determining impact on automated systems
8 years – Experience working with functional teams to identify unmet business and technology needs
Preferred Experience
5+ years – Strong stakeholder relationship-building; excellent communication and presentation skills; requirements gathering
5+ years – Experience with SDLC deliverables: gap analysis, recommendations, roadmaps, requirements, design docs, test cases, use cases
1+ year – UX design experience
