Mainframe / Cobol Developer – West Virginia (State /Federal client Exp Mandatory)

We are seeking experienced Mainframe Application Programmer Analysts to support and enhance the West Virginia Division of Motor Vehicles (WVDMV) Drivers' License System. This role requires deep expertise in IBM Mainframe systems, COBOL/CICS/DB2 programming, and experience with regulated environments. Candidates must also have strong knowledge of federal and state motor vehicle regulatory systems, particularly AAMVA applications.

Mandatory Qualifications:

•   8+ years of full-time paid experience programming, designing, and maintaining enterprise-level COBOL/CICS/DB2 mainframe environments.

•    5+ years of full-time paid experience programming with Job Control Language (JCL) in an enterprise mainframe environment.

•  3 years of experience in database analysis and design specific to the WV Drivers mainframe database, including experience working in a federally or state-regulated environment.

•   3 years of full-time paid experience using Computer Associates DB2/IBM Tools (RC/Update and PRF).

•  3 years of full-time paid experience working with any Office of Motor Vehicles (OMV) system.

•   1 year of experience working with federal and/or state legal requirements related to Commercial Driver Licensing.

•   Experience with American Association of Motor Vehicle Administrators (AAMVA) systems such as:

• Commercial Driver’s Licensing Information System (CDLIS)

• Problem Driver Pointer System (PDPS)

• Social Security Online Verification (SSOLV)

• Unified Network Interface (UNI)
