Description:
In 2021, the USDA ranked North Carolina 17th nationally in food insecurity. The USDA estimated that 10.9% of North Carolina’s residents are food insecure. To help respond to this challenge, North Carolina’s Department of Health and Human Services (NC DHHS) started an initiative known as Cross-Program Enrollment. The Cross-Program Enrollment project aimed to identify individuals currently enrolled in NC DHHS programs that are likely eligible for more food related benefits.
Once these populations are identified, NC DHHS conducts various outreach efforts to encourage these individuals to apply for the additional benefits they may be eligible for. The primary goal of this effort is to grow enrollment in the Women, Infants, and Children (WIC) program as well as the Food and Nutritional Services (FNS) and consequently provide more food benefits to food insecure residents across North Carolina.
Job Summary:
The NC DHHS Information Technology Division is seeking a Cross-Enrollment Programmer to manage the development and maintenance of the cross-enrollment data solution within the department. This role will collaborate with various stakeholders to design, develop, test, and implement changes and upgrades to the cross-enrollment solution including the integration of new data sources across the different health and human services programs.
The candidate will coordinate across business, IT and data teams to manage all technical aspects of the work in collaboration with the Data Office, Programmatic Technical Teams, Programmatic Business Leads and the Project Manager. This role will work with a range of stakeholders including developers, data architects, business intelligence dashboard developers, business stakeholders, subject matter experts and end-users.
This role will contribute towards improving the efficiency and effectiveness of providing critical services such as SNAP, WIC and Medicaid to the residents of North Carolina.
Key Responsibilities:
• Collaborate with cross-functional teams, including business analysts, project managers, and other programmers, to gather requirements.
• Develop, test, debug, and maintain software code to ensure smooth operation and functionality of cross-enrollment data solution.
• Validate cross-enrollment analysis model results on a regular basis and de-bug when needed in close coordination with the dashboard team.
• Serve as the cross-enrollment analysis model subject matter expert in business and design discussions.
• Integrate and interface existing systems and databases with system applications, ensuring data integrity and security.
• Participate in system and database design discussions, offering technical expertise and insights to optimize performance and scalability.
• Develop and execute test plans, conduct system testing, and troubleshoot issues to ensure high-quality deliverables.
• Perform code reviews and provide constructive feedback to maintain code quality and adherence to coding standards.
• Collaborate with stakeholders to identify and resolve technical issues and provide ongoing support for cross-enrollment systems.
• Document technical specifications, system configurations, and user manuals to support effective system maintenance and knowledge transfer.
• Adhere to established development methodologies, coding standards, and quality assurance processes.
Position Requirements:
• 8 years of relevant work experience in managing and implementing data or system integration projects.
• Bachelor’s degree in computer science, information systems, or a related field. Relevant work experience may be considered in lieu of a degree.
• 5 years of programming experience in SQL (Ideally PostgreSQL)
• 5 years of data architecture and data modeling experience including best practices and impact analysis.
• Excellent problem-solving and analytical skills.
